Sir Jack Cater came to Hong Kong in 1945 with the British Military Administration and was appointed to the Administrative Service in Hong Kong in 1946. He has held various appointments in the Hong Kong Government including those of Defence Secretary, Director of Commerce and Industry, and Secretary of Home Affairs and Information. His work as the first Commissioner of the Independent Commission Against Corruption from 1974 to 1978 earned him a unique place among Hong Kong's public servants. The achievements of the Commission during its first five years under Sir Jack's leadership won for it an enviable reputation for thorough work and fearless integrity. Sir Jack became Chief Secretary in 1978 and will shortly take up the post of Commissioner at the Hong Kong Government office in London.

In recognition of his distinguished public service in Hong Kong since 1945 and for his outstanding contribution to the well-being of the community as the first Commissioner of the Independent Commission Against Corruption, the University has resolved to confer upon him the degree of Doctor of Social Sciences honoris causa.
