Professor Leung is extensively involved in serving the community. He has been Chairman of the Council for the AIDS Trust Fund since 1997. He is currently a member of the Dental Council of Hong Kong as well as the Hong Kong Nursing Council.

He has been a Council Member of the Spastics Association of Hong Kong since 1973 and of the Hong Kong Red Cross since 2001, and a consultant to the Children's Cancer Foundation since its formation in 1991.
