施能自博士是香港大學校友,現任德勤中國副主席。
施博士是香港大學社會科學學士、英國赫瑞-瓦特大學工商管理碩士及法國商業與發展國際學院工商管理博士。
施博士於1985年加盟安達信會計師事務所香港分所,隨後他移居上海,擔任安達信管理諮詢業務總經理。當時安達信是最先進入中國諮詢業務的公司之一。他主要向國有企業建議管理提升方案,並通過與中國公司成立合資企業等方式幫助跨國公司應對當地不同的監管要求,為中國的改革開放作出了貢獻。2002年,施博士加盟畢馬威諮詢,在中國加入世界貿易組織後,他參與了一些開拓性項目以提高國有銀行的國際化水準和標準。兩年後,他擔任德勤中國管理諮詢的負責人,領導公司諮詢業務達十年之久。
施博士現任德勤中國副主席,兼德勤中國政府及公共服務行業主管合夥人,為政府提供改善營商環境及經濟發展政策的建議,並繼續成為推動諮詢行業發展的主要倡導者。
1984年,施博士在港大就讀時,發起與組織到深圳大學的考察和交流之旅,這在當年是很新穎的合作項目。 2017年,他發起建立香港大學北京校友會,並當選為會長。他利用自己豐富的經驗和影響力建立校友網絡,主動宣傳香港大學的發展,並加深港大校友對中國政府、各行業及商界最新發展的瞭解。
施博士發表了許多關於中國國有企業改革和發展的著名文章和書籍,並且於2019年就「一帶一路」相關課題在牛津大學完成博士後研究。

Dr Norman Sze Nung Chi is an HKU alumnus and the Vice Chair of Deloitte China. He is a pioneer in the consulting industry in Mainland China, a banking and financial services expert in credit risk management, performance management, and restructuring, and has been named by the influential Euromoney magazine as one of the leading financial services consultants in China.
Dr Sze holds a BSocSc from HKU, an MBA from Heriot-Watt University in the UK and a Doctorate in Business Administration from the ICD International Business School in France.
He began his career in 1985 when he joined Arthur Andersen in Hong Kong. He later moved to Shanghai as General Manager of Arthur Andersen's consulting business, one of the first firms of its kind in the country.
He contributed to China's development by advising state-owned enterprises on management upgrading, and helped multinationals navigate the local regulatory landscape, including through joint ventures with Chinese companies.
In 2002, Dr Sze joined KPMG Consulting, where he was involved in pioneering projects to advance internationalisation and standards at state-owned banks after China's ascension to the World Trade Organization. Two years later, he became head of Deloitte Consulting in China, a role he held for ten years.
In his current roles as the Vice Chair of Deloitte China and Managing Partner of Deloitte China Government and Public Services, Dr Sze advises government on the business environment improvement and economic development policy, and continues to be a leading advocate for development of the consulting profession.
Dr Sze has published many acclaimed articles and books on the reform and development of Chinese state-owned enterprises. In 2019, he received a postdoctoral fellowship from the University of Oxford for his research on the Belt and Road Initiative.
As an alumni leader of the University of Hong Kong, Dr Sze has staunchly supported his alma mater for many decades with his tireless, bridge-building efforts between different sectors and generations of alumni in Mainland China.
Even while he was still studying at HKU in 1984, Dr Sze initiated and organised a study tour with students at Shenzhen University, a novel collaboration at the time.
In 2017, he initiated the establishment of the HKU Beijing Alumni Network, and as its elected President, used his extensive experience and influence to forge connections, promote the University's work and foster greater understanding of China's latest developments in government, industry and commerce.
Bringing his astute business acumen into alumni engagement, Dr Sze transformed the HKU Beijing Alumni Network and built an executive committee that was based on a forward-looking spirit of diversity, bringing together alumni from different professions, nationalities, generations and genders.
The network has become an exemplar of inclusion and dynamism among alumni groups, and its activities a showcase of HKU achievements for alumni and friends as well as business and government sectors in the Mainland.
And throughout, Dr Sze’s leadership and loyalty, initiative and optimism have been, and continue to be, an inspiration to us all.
Therefore, Mr Pro-Chancellor, it is my great pleasure to present Dr Norman Sze Nung Chi for the Honorary University Fellowship, in recognition of his contributions to Hong Kong and academia.
